Stephen Houlahan is a father, registered nurse, former city council member, and community activist who is running to represent California's 48th Congressional District. As a lifelong East County resident, Stephen grew up with many of the challenges that plague this community to this day.
Before entering politics, Stephen founded Save Mission Trails, an organization that prevented one billion dollars worth of pipelines and powerplants from being developed in the regional park. As Vice Mayor of Santee, Stephen worked across the aisle to increase Santee's energy independence, led a $10,000,000 Mast Park redevelopment project, and successfully passed term limits.
As your Congressman, Stephen will prioritize real solutions to address the needs of this district.
1. Lower the Medicare eligibility age to 55 and propose a "Medikid" program to cover the more than four million uninsured children in our country.
2. Invest in green infrastructure by incentivizing policies like Community Choice Aggregation.
3. Improve government transparency and protect voting rights.
4. Protect LGBTQ+ Americans by passing the Equality Act.
